The Oxley management team, many of whom have been with the company more than three decades, hold themselves to high standards to operate ethically, responsibly and with gratitude for and support of the many talented individuals who contribute to the company’s success.

Mike Oxley
Chief Executive Officer and Founder

Mr. Oxley has worked his entire career in the Anadarko and Arkoma Basins. Mr. Oxley started his career while still in college, working with Halliburton, Schlumberger and Unit Drilling Corporation. During that time, Mr. Oxley obtained hands-on experience with all aspects of drilling and completions.

After Mr. Oxley graduated college, he joined the family-owned Oxley Petroleum Company (“OPC”) as a petroleum engineer. After a short time at OPC, Mr. Oxley was promoted to Engineering Manager in the Fort Smith, AR office. In 1988, Mr. Oxley was promoted to Vice President of Engineering and took over all of OPC’s engineering management responsibilities. In this role, Mr. Oxley also generated and managed prospect development in both the Arkoma and Anadarko Basins.

While at OPC, Mr. Oxley founded New Prospect Drilling Company (“NPD”) in 1981. As President of NPD, Mr. Oxley survived the bleak years from 1982 through 1997 while over 90% of the competition failed. NPD grew to own and operate six land rigs prior to the sale of its drilling rig assets to Nabors Industries in 1998. Mr. Oxley maintained the remaining NPD assets in the newly formed New Prospect Company (“NPC”), a leading drilling, completion and production engineering services contractor operating in nine states and internationally. In January of 2000, Mr. Oxley was promoted to President and Chief Operating Officer of Oxley Petroleum. As President and COO, Mr. Oxley immediately boosted drilling activity in the company’s areas of expertise and focus. During Mr. Oxley’s tenure at OPC, the company discovered over 300 BCFE gross reserves. In 2003, Mr. Oxley positioned the company for sale and successfully sold to Chesapeake for $162 million.

In 2007, Mr. Oxley founded private equity backed Highland Oil and Gas (“HOG”), a company focused in the Anadarko and Arkoma Basins. Before Highland Oil and Gas’s sale, Mr. Oxley grew the company’s asset base to over ~60,000 net acres and 70 BCFE net proved reserves by drilling 93 operated and 77 non-operated wells over the course of 3 years. Since Highland’s sale in 2010, Mr. Oxley has continued growing New Prospect Company’s operations across Arkansas and Oklahoma and Oxley Energy’s position in the Arkoma basin. Mr. Oxley holds a B.S. in Petroleum Engineering and MBA from the University of Oklahoma.

Jose Dominguez
Director

Jose Dominguez brings more than 15 years of upstream and downstream experience to Oxley Energy. In 2010, he joined Highland Oil & Gas as a Reservoir Engineer to help Mike Oxley build and manage the company’s reserve database with assets in the Anadarko and Arkoma basin, establish a reserve-backed credit facility and provide technical support during Highland’s divestiture process.

After Highland was sold, Jose has held different leadership positions in Mike Oxley’s oil and gas ventures, providing acquisitions and divestitures oversight, reserve analysis, due diligence, risk management, business development and strategic planning. Prior, Jose worked for FMC Technologies for over 3 years as Division Manager for Latin America and Process Engineer for their separation technologies group. He received a Bachelor of Science in Mechanical Engineering from The University of Tulsa.

Rachel Rangel
Chief Financial Officer

Rachel Rangel is an accomplished financial professional with more than 16 years of finance and accounting experience, including work with Merrill Lynch’s private wealth management group. More than 12 years have been spent with various independent energy companies including Fairways Exploration & Production, LLC (Accounting leadership), Wapiti Energy, LLC (Revenue Manager), Clearly Petroleum, LLC (Vice President & Corporate Controller) and most recently Oxley Energy, LLC (CFO).

For a Carlyle Group portfolio company, Clearly Petroleum, LLC, Rachel was responsible for assembling and providing accounting and finance leadership. Shortly after the establishment of Clearly Petroleum, LLC, Rachel and the management team absorbed two additional Carlyle Portfolio upstream energy companies (Tessara Petroleum Resources, LLC and Shenandoah Resources, LLC) to operate and manage. The combined portfolio companies included 1,000+ operated producing wellbores in multiple counties located in Texas, Louisiana, and North Dakota.

Rachel’s expertise includes financial reporting in accordance with US GAAP (consolidations, footnotes, cash flow, and statement of equity), budgets, financial modeling, derivative accounting, counterparty management, board reporting, acquisition analysis and post-acquisition integration, due diligence, software conversions, establishing entities and maintaining compliance, corporate secretarial duties and insurance and risk management activities. Additionally, she has led teams with diverse disciplines including FP&A, financial reporting, general ledger accounting, invoicing, payables and receivables, multi-state taxes, corporate taxes, multi-state regulatory and compliance, and treasury management.

Rachel holds a Bachelor of Finance degree from the University of Texas San Antonio.

Bill Carter
Vice President of Land

Bill Carter, graduate of Oklahoma State University, has more than 40 years of diversified industry experience. He began his career as a Landman for Cities Service Oil Co. (OXY USA).

He has many years of management experience with various independent energy companies including Davis Oil Co. (Region Land Manager), Dyco Petroleum (Executive Vice President and General Manager of Operations) and Duncan Energy (Region Exploration Manager).

Bill joined Oxley Petroleum Co. (OPC) as part of the management team as Senior V.P./Land in June 2000 and was responsible for all land functions in addition to other duties.

He was also responsible for assembling and providing leadership to OPC’s Anadarko Basin exploitation team. Upon the sale of OPC in 2003, Bill helped found Liberty Natural Resources and as President was responsible for evaluating outside-generated projects for company participation.

Since 2006, he has managed his own company, Carter Production Co., which generated and assembled exploration and development drilling prospects in the Mid-Continent Region, while consulting and advising various third parties on acquisition and divestiture projects.

Bill’s expertise includes extensive knowledge of exploration and drilling opportunities in the Mid-Continent Region, the Rocky Mountain Region, and the Permian Basin. He has directed company-wide exploration, land, drilling and production activities with annual multi-million-dollar budgets.

He has a track record of being able to seek out, recognize and assemble a large volume of high-quality drilling prospects, which in turn have resulted in low-finding costs. He has supervised evaluation and acquisition of drilling projects and producing properties in a wide range of sizes.

Jason Carr
Vice President of Operations

Jason Carr has more than 17 years of multi-basin experience within the upstream energy industry including management roles with Sabre Oil & Gas Corporation (Vice President), Fairways Exploration & Production, LLC (various roles), Wapiti Energy, LLC (Regulatory and Marketing Manager), Clearly Petroleum, LLC (various leadership roles) and Oxley Energy, LLC (VP Operations). Jason earned a Bachelor of Science degree in Petroleum Engineering and a Bachelor of Business Administration in Finance from the University of Houston.

Jason’s most recent experience at Oxley Energy includes leading teams of diverse disciplines in drilling, completions, workovers, production, reservoir engineering, FP&A and marketing. He was responsible for providing operational and reservoir engineering leadership for Carlyle Group portfolio company Clearly Petroleum, which was an operating company for Carlyle’s repossessed assets including three different companies absorbed under the Clearly management team (Wapiti, Tessara & Shenandoah). At Clearly, Jason managed some 1,000+ operated producing wellbores and directed all production operations, recompletion proposals, surface facility optimizations, power contracts as well as directly marketed the crude oil. Clearly’s asset base was a collection of marginal/unprofitable fields from bankrupt operators often with uneconomic operating expenses/lifting costs. Jason led LOE reduction efforts and successfully reduced lease operating expense through optimizing surface fluid handling facilities, negotiated power contracts to reduce variable costs as well as generate additional revenue stream. He implemented a workover failure analysis program that extended time between workovers by ~50%. Jason was also responsible for quarterly operations reporting to the Board.

He is skilled in drilling, well completion design and optimization, production optimization, cashflow optimization, contract management, reservoir engineering, property valuation, acquisition and divestitures, asset integration, crude-oil marketing and contract management, board reporting, and strategic vision and implementation.

Appreciation and respect for the natural world permeates the Oxley Energy culture. Our goal is always to minimize our impact on the environment.

We believe money spent in water conservation and responsible water use methods are worthy investments.
We prioritize air quality in our operations. We proactively monitor our sites, remain within state and federal limits on emissions, and meet reporting requirements through the EPA Greenhouse Gas Reporting Program.
We minimize our use of land. By leaving a minimal footprint, we live up to our own high standard for site restoration.
Our facilities are designed and built to support spill prevention to protect wildlife, water, and vegetation. Documented response procedures are designed to reduce any impacts to the environment in the event of a release or spill.
